when they do download the new version of F4SE. I do appreciate such notions, but they should be prepared for the fact, there are users that can't be helped, no matter how good you plan to do things. They will update F4SE as soon as they can for the current game version. Once all the files are moved to the Fallout 3 directory, launch the patcher application. Open your Fallout 3 folder and move all the extracted files from the previous folder to this directory. While there will be PC only mods, there will be a lot less of them. So lots of mods that would require Script Extenders in FO3 and NV wont need them if created for Fallout 4. The whole situation was brought on Bethesda on behalf of reactionary forces that don't had anything in common with the mostly mature and long endurant TES/FO modding community. I believe that while a Script Extender is not possible for consoles, the standard Fallout 4 scripts would have a taken a lot from FOSE and NVSE. Why go that far back? Take the payed Mods disaster for example.
